Catbalogan City Mayor Dexter Uy delivered his third State of the City Address at Tandaya Hall on March 19, 2024, highlighting the city’s achievements during his administration over the past year.
Attendees showcased their sophisticated OSCARS-themed outfits, the same theme as last year’s SOCA. According to Mayor Uy, OSCARS denotes Outstanding Stakeholders of Catbalogan: Advocates of Resiliency and Sustainability, signifying the hard work and perseverance of our city workers.
“Aton napag-desisyunan nga igpadayon an tema han naglabay nga tuig because we see this as the perfect way of giving recognition to everyone who helped us and is continuously helping us in achieving our vision for the city,” Mayor Uy said.
Instead of delivering a regular speech to showcase the accomplishments of Catbalogan City, Mayor Dexter decided to exhibit these achievements through a film showing that highlights progress in each office of the city government.
He also stated that in the upcoming SOCAs, the city will keep the tradition of keeping this event a more unique and interesting evdeavour throughout the forthcoming years.
“Hopefully, this will become a tradition that will keep the SOCA more interesting for our constituents and our key partners more inspired,” he added.
During this same event, key officials, personnel, and different organizations from Samar State University took home the award for Outstanding Stakeholders of Catbalogan for their performance in their various fields of expertise during the second year of Mayor Dexter’s second term.

Afterwards, an awarding ceremony was conducted for the films shown during the SOCA, honoring the outstanding stories and performance by the directors, actors, and staff behind every short film showcasing the diverse beauty of the people of Catbalogan.
